
NIIBS is a degree awarding institute recognized by the Government of Sri Lanka under the provisions of the Universities Act No.16 of 1978.


Mr. H.M. Kumaradasa Herath was appointed as the Bursar of the Nāgānanda International Institute for Buddhist Studies (NIIBS) in January 2026, bringing with him over three decades of distinguished service in the Sri Lankan public sector, particularly in the field of government auditing and financial management.
He began his professional career in January 1995 as an Audit Examiner at the Auditor General’s Department, attached to the Ampara Audit Branch. Over a period of nearly 30 years, he served as a Superintendent of Audit and gained extensive experience across a wide range of government institutions, including local authorities, universities, provincial councils, transport services, banking institutions, corporations, and central government bodies. His work covered financial audits, performance audits, and value-for-money assessments, reflecting a strong commitment to accountability, transparency, and sound financial governance.
Mr. H.M. Kumaradasa Herath holds a Bachelor of Science degree in Physical Science, specializing in Physics and Mathematics, from the University of Peradeniya. In addition, he is a Chartered Licentiate of the Institute of Chartered Accountants of Sri Lanka and has received professional training from institutions such as the Sri Lanka Institute of Development Administration, the National Audit Department of Malaysia, and the National Audit Office of Sri Lanka. His academic and professional background is complemented by strong computer literacy and proficiency in both Sinhala and English.
Among his notable professional engagements are his contributions to performance audits of the Sri Lanka Transport Board, special audits of the Telecommunication Regulatory Commission, and his role as Deputy General Manager (Finance) at Maga Neguma Road Equipment and Construction (Pvt) Ltd., where he prepared and oversaw financial statements and overall financial operations.
In recognition of his public service, Mr. H.M. Kumaradasa Herath has received formal appreciation from the President of Sri Lanka for his contribution to tsunami relief efforts in 2004, as well as commendation from the Auditor General for his work on special audit reports.
As Bursar of NIIBS, Mr. H.M. Kumaradasa Herath brings a wealth of expertise in public finance, institutional governance, and professional integrity, contributing to the effective financial administration and continued development of the University.
